Hi Jeri,
The short answer is no. What you would need to do is to create the credit card account then move the transactions from the banking account to the credit card account.
To facilitate the move, you would use Batch Change. Look to the following Moneydance KB article for more information on Batch Change.

To Batch Change all of the transactions in the banking account...
Select (highlight) any transaction.
Then use key-combo CTRL-A. (all transactions should now be selected.)
If on the other hand you are not looking to move all of the transactions, click the first transaction that you want to move, then hold down SHIFT, click the last transaction that you want to move. (all of the transactions in between should then be highlighted)
If the transactions that you want to move are not contiguous, then instead of SHIFT, hold down CTRL to individually select the desired transactions.
Right-click (ctrl-click for mac) any of the highlighted transactions and choose Batch Change > Account > select the desired credit card account from the drop-down list.
The highlighted transactions will be moved from the banking account to the desired credit card account.
