Is this a once-off price for the program, or does one have to pay annually to have full functionality of the program?

One off price until you want to upgrade. You can stay on your version for ever if you want.

I'm a fellow user.
When you purchase directly the $50 buys you a permanent non-expiring license for the current version plus a free upgrade to the next major release, after that you can upgrade at a 50% discount.
You can continue to use the version purchased for as long as you wish without further cost, the software does not expire.
Moneydance is not sold on a subscription basis.
