The trouble with planned investment expenditures is that they
are not expenditures. When you purchase a security you are not
spending money you are moving money from one type of asset (cash)
to another type of asset (college fund) the assets are still your
property and so your net worth does not change. Because of this
such a moving of money from one asset to another is not considered
an expense. And cannot be budgeted for in our system.

I imagine you could work around this by creating an expense
account called collage fund contributions and making an income
account called received collage fund contributions. You could then
create two transactions one in your checking account spending money
into the expense account fund contributions. And then you could
create a transaction in your investment account of type xfr. Which
would transfer from the income account received collage fund
contributions.

Doing that you could set a budget on the expense account. But
its not really how the system is intended to be used.

Sincerely
