Syncing using mobile hotspot not working

Have the latest versions of Moneydance and App, both set up for ICloud syncing, but does not work when using mobile hotspot.

Using Macbook and Iphone 7.

Any ideas?

   Yes, other programme sync.

   Ok, what does mobile hotspot have to do with this?

   The idea is that the macbook syncs to icloud, and the iphone syncs to icloud as well.

   Why the concern about the mobile hotspot?

   Is the hotspot not syncing (itself) to the icloud?

   (iphone 7 seems old, which is why I am asking)
