Cannot import latest month's transactions from a csv format file.
Using Moneydance I imported and reconciled my credit card for the last last 3 months (1 by 1) and now I can't import this month's data. What to do? Is there a date recorded somewhere preventing the import from working? I followed the same procedure used for the previous months, but now the import does not take place. How do I determine what is stopping the import?

There is no date recorded that stops imports.
Start by looking inside the CSV file and see what data it contains.
CSV file are fundamentally a table, so inconsistencies affects the import so therefore each row should contain the same number of columns in the same order, blank lines can be a problem.

Did that already as I already successfully imported earlier months of data.
It is a standard csv with an initial line with column labels. Then in my
case 38 lines of data like earlier files had. The file decodes its way to
being processable by Sheets or Excel. Nothing untoward that I see.
I'll create a test account to see if it will load there. If it can, is
there a way to merge the test account with the original account? Or is it
better to get it to load from the csv format. The data is from Discover and
the csv file is the only way to get transactions these days. Likewise with
American Express.
I'll keep looking however.

I use the CSV Importer extension to import Discover Card transactions.
I only had my payment transaction this month, but it imported as expected.
Are you using the CSV Importer or Moneydance's built-in importer? e.g. File > Import.

American Express credit cards work with OFX... you can also download OFX (Quicken) format from American Express (credit cards).
You don't mention MD+ (which is an extra cost per month), but it can download both Amex and Discover (at least banking, I don't have any Discover cards).
Not the answer you were seeking to your question, but I thought I'd mention alternatives.
As Kevin N said, there are also alternatives to CSV import.

I have an AMEX CC and it downloads OFX correctly with direct connect. I have a AMEX Savings account and I ask it to download date in "Quicken" format (which a QFX) file and do not need to use a CSV file.
Possibly one of the transactions in the CSV file has a comma in the description or memo field thus hosing the import function? This should be taken care of by the use of adding parenthesis to the text string.
Are the entries in this file actually new entries and not older data by accident?
Lastly, open Help->Console Window and then do the import and look at the new lines at the end of the file to help isolate the issue.
