Questions:
What version of Moneydance? What operating system?
Was this download link working before, or has it ever worked?
Using OFX direct download or Moneydance+ ?

Operating system Microsoft Windows 11 on Surface Pro 9
Yes the link was working up until about 2 months ago - I have taken the link out, and re input and have started the program over again many times.

Which Citi .... do you try to connect with? I use Citi Cards and that works for me, but it's not clear whether you are trying to download a credit card or connect to a bank...
It's possible that the one you connect to has been disabled, as so many have recently...

I am connecting to Citi Cards. I am trying to download my credit card transactions. I actually have two accounts and they both used to work but now they don’t.
I can go into the Citi Bank website and download an import but its highly inconvenient to do it that way.

more good info, as I can speak to Citi Cards (whereas the others not so much)
Have you checked on the website to see if "third party permissions" is still set? Yes, they can mysteriously disappear. That might open up the permissions window to work again.
Also, do you get anything when you try to set it up? (You should get 2 accounts to connect to, with account numbers). Or in other words when does the 0 error occur, during setup or after? Specifically at what button press?
Also, uploading the Help/Console file might be informative.

Wow, that was the issue. I checked the website and the permissions were turned off.
