Synicng to Capitalone
I have moneydance+ set up with CapitalOne its says that I need to relink my account but when i put my username and password in it says it can sync I don't know why

As it says it is having trouble connecting to your institution. The institution service may be down. Plaid may be having problems. The institution may be installing updates. Etc. As they suggest, wait and try again in a day or so.
I believe that institutions are intentionally trying to block plaid from connecting you to your financial data so you will use their service or a service that pays them. They want the value of your financial data.
That being said, I can currently download transactions for my Capital One credit card through Plaid.

Hi Michael,
We are sorry to hear about the problem you have encountered.
You could navigate to the bank's website to check that your accounts are individually enabled for third party access and they do not require a on-time authorization password for instance.
Finally, if you have a firewall, VPN, antivirus software or any other software that might be blocking Moneydance's access to the internet, you could try disabling it and see if you're able to connect then.
