Location of data file
Is it possible to locate the data file on OneDrive so both my wife and I can use Moneydance from our own laptops?

Absolutely not. Storing the data set on a shared service often leads to data corruption and we will be telling you to restore from a known good backup to recover from it.
Moneydance however provides its own inbuilt syncing solution in order for data to be shared between users, you should use this.
