Purchase and Move?
I would like to purchase Moneydance then move to a non-internet computer. How can this be done?

You can use Command ⌘ instead of Control ^ on Mac

You get the license via email so you will need the key that is in the email.
Download the installation kit, move it to another machine using a USB key, USB connected disk etc, install it, enter the key.
Obviously with no net connection you would not be able to download transactions and security prices, everything would be manual entry. Only access is not a requirement of Moneydance. My only online type use it to get stock prices.
