Budgeting amount showing negative versus the actual amount. E.g.: $128 shows as -$128

The main reason I left Quicken was that I got odd budget report numbers and I doubted the integrity of the reporting. I know that the date range an other filters can effect the report totals (in Quicken or MD). Here's an example: I have a total of $127.67 in gift charges for the month of August 2017.
1) When I run an Income and Expense report the charges show up as an expense - which is what I would expect
2) when I open my Budget Manager for August 2017 and look at the actuals for this month - MD shows $128 Actual, and I matched the budget amount to equal $128 as the budget (expense). - this looks fine to me

3) When I run the standard Budget Report - it shows $-127.67 Actual and $128 Budget. The Budget amount is reporting correctly, which is what I expect, BUT the actual amount shows as a negative, which I Didn't expect. It's as though it shows as "returns", not charges.

This doesn't make sense to me. Can you help me figure it out?

    Nevermind - I found the problem. Oddly Gifts shows as Expenses, but when I run the report - it shows under Income. I checked the Category classification and it shows as an expense. Very WIERD!!!!

    Anyway, I followed this procedure and was able to fix the problem:
