Building a budget
I have created a new budget by name, now need to know how to add categories and numbers. When I hit "edit" nothing seems to happen.

You can use Command ⌘ instead of Control ^ on Mac

To edit the budget on the new style default setup you just enter the budget amounts on the calendar for each month. And every month in the future you need to move the budgets. I prefer the old style Mixed Interval period set up. That's where the edit button works to add the budget items in a list and it also includes a budget calculator to help you find the budget amounts you want to set.
