"Use actual actual spending..." does not do anything
Created a new budget. Selected edit. Used drop down on current to select "Use actual spending...". Right column remains zero for all categories.

Never mind. Figured it out. Had to close all the new budget entry stuff and then open edit the budget from the budget bar at the top.
