The article you link to is for the old style of budgets that were used in Moneydance a couple of years ago. That style of budget is still available in Moneydance 2015 but is only needed if you need mixed intervals in your budget. If you don't need mixed intervals, for example your budget interval is monthly, then you should use the new style.
From the menu bar select Tools->Budget Manager...
In the popup window click "New".
Select the interval. Use mixed interval if you need the old style.
Give the budget a name and click create.
You can then edit the budget by clicking the name of the budget in the left side bar.

Whether I try "monthly" or "mixed," there is no screen to edit or add or delete items. How do I get to the edit screen you show here>

Hi Bill,
If you create a budget using the 'Mixed Interval' option, then once created, you can select this budget in the side bar, then press the 'Edit' button at the top right of the register, which will take you to the 'Edit Budget' window.
If you're not using a mixed interval budget, (and have selected weekly, monthly etc as your period) then selecting your budget will look slightly different. You can read more about the newer style budgets here.

Nowhere did ANYONE say to look at the side bar! Thanks. Now I have one month. How can I copy this to succeeding months?

Hi Bill,
In the Mixed Interval 'Edit Budget' window, select the 'Interval' column and use the drop-down menu to select the frequency at which your budget will repeat. When selecting the interval, you can also choose whether you want the time period to be prorated or not.
