<p>Categories don't have initial balances, since they are just used
to categorise income and expenses. Only actual accounts have
initial balances, which are set within Account --> Edit
Account.</p>
<p>You could remove the initial balance from the 'Edit Account'
window, and create relevant transactions to total this amount,
assigned to an 'Initial Balance' category. You can create this
category within Tools --> Categories. This category can then be
used in your budget.</p>
