Can you confirm the budget type you're using? I believe you may
be using the 'Newer' budget format; and I think the 'Older Mixed
Interval' budget format may better suit your needs.
You'll find details of both budget formats within
this article, and screenshots of the features included with
each budget type.

You can set this up within Tools --> Budget Manager -->
New, and select 'Mixed Interval' as the 'period'. Then close the
'Budget Manager' window, and select this new budget you've created
in the left sidebar. You should see an empty register. At the top
right of the register, you'll see a small blue 'edit' button (in
the same location as the 'New transaction' button when you're
viewing an account). Selecting this will bring up the 'Edit Budget'
window.

With the Mixed Interval format, you can include items with
different time periods, so you can include both annual and monthly
items. You can also choose the start date, and by leaving the end
date as 'blank', the budget item will continue indefinitely. In the
same way, you can 'end' a budgeted item, such as the 'old home'
items you've described.

I hope this information is helpful. Please let me know if you
have further questions or need any assistance setting this up.
