How do I create a new payee?

MD only asks for an äccount"number when you create a new online payment, not a bank account number or routing number. How do I actually SEND money to a payee?

Under Create New Payee or Edit Online Payee, there are no fields to fill out for the account number or the routing number. So if I want to send money to an individual, I can't.
Likewise, if I want to send money to my utility company and I enter my account number, how does MoneyDance know where to send it?

Just a user here.
MoneyDance doesn't send money to pay bills. Your bank's bill pay program does send money to pay bills. If you want to pay your utility company or send money to an individual, do that on your bank's website. Then use MoneyDance to record the transacition so it matches up when you reconcile.
Further, you may be able to set up your utility bill in your bank's bill pay program to automatically pay the bill when it is presented to the bank. You will get an email from the bank that it has received the bill and another (if you prefer) when it has sent payment. You still need to record the transaction in MoneyDance.

So MD doesn't send money??? I was misinformed by my brother, who's been
using it for years. I couldn't find any way to send money with MD and it
was driving me crazy. (He's in the hospital and not in his right mind, so I
guess he is to be forgiven.)

I'm a fellow user.
The ability to initiate a payment from Moneydance is dependent on your bank.
Moneydance makes use of Direct Connect, your bank may or may not provide the facility to use this to initiate payments from Moneydance. While the Moneydance staff can identify if i bank supports Direct Connect as a general service they cannot identify if a specific institution provides for online bill pay.
