I cannot think of a report that allows you to select based on category then subtotal on payee. The ones I can think of that do subtotal on payee have no way of selecting the category. These are the transaction/transaction filter reports.

Others may some ideas.

dwgtag:infinitekind.tenderapp.com,2009-01-14:Comment/494881092021-11-14T03:24:13Z2021-11-14T03:24:13ZTransaction category reports

just a user,

If I understand correctly, you want to run a year-to-date report on a single checkbook account which is filtered by a single category and subtotaled by payee? If so, you can create a report like that using the Transaction Filter report. But it requires an additional step because that report can either be run on a category or an account. Not both. But you can use the Tag feature as an additional filter so you can produce that report. The way you would do that is to enter the specific category in the search field of that register, then after all are displayed, enter Ctrl A to select all and right click to select batch change and set a TAG with the name of your category. (You may need to use the Find and Replace extension to Tag categories within a split.) Now you can run the Transaction Filter report, select your account, select your TAG which you assigned to the category, and subtotal by Payee.
It works.

mhoggietag:infinitekind.tenderapp.com,2009-01-14:Comment/494881092021-11-14T03:26:26Z2021-11-14T03:26:31ZTransaction category reports

Thanks. I will give this a try.
