New income/expenses for a new year
I'd like to start capturing my income and expenses in a fresh set of accounts every year but not loose the old data. How can I do that?

If you want to start fresh every year you sound like you are going to need to create a new data file each year.
The Toolbox extension can do that for you while keeping your existing structure.
