Two Datasets and two PC computers.
Can I have one dataset "Hers" open on one computer and another dataset "His" open on the other computer?

Certainly.
The way Moneydance is designed to work that even when syncing it is intended that you have a copy of the data set kept on the local computer and this is what you are interacting with.
