having both iPad and iPhone showing or synced together
Syncing is showing only on iPhone and not the iPad. Drop Box says I can have 3 devices linked without the upgrade but only the iPhone is synced. How do I get the iPad also synced.

I am not support staff, just a user.
In your position, with one computer and two mobile devices, one of which want sync I would reset syncing and try again.
In settings on your mobile device that is syncing, disconnect. On the computer under syncing set don’t sync. In Dropbox delete the folder “.moneydancesync”.
Then start syncing again from scratch. If one of your mobile devices still does not sync provide as much data as you can e.g. what version and build of Moneydance is your computer running e.g. 2019.4(1887). What is your computer operating system. What build of Moneydance Mobile app are your Mobile devices running, there has been some build updates recently. What are there operating version. How far do you get before you hit a problem, any messages displayed?
The Dropbox limit of 3 device should not be a factor even if you had a fourth device.
The limit applies to the devices that can be connected to the Dropbox product itself, via official Dropbox applications, such as the official Dropbox desktop client or mobile applications.
So, if your computer is using Dropbox Folder as you have to have Dropbox client installed this count towards the limit. However, if you use Dropbox Connection and don’t have Dropbox client installed this does not count towards the limit. This limit does not apply to third party apps that connect to Dropbox via the Dropbox API such as the Moneydance Mobile app. So, you would only be in danger of moving towards the limit if you had Dropbox official app installed on your mobile devices for another reason.
