I want to sync Moneydance on my laptop with my iphone using one drive.instead of dropbox. What are the instructions for doing that?

Hi
Although you can use OneDrive to sync between computers you cant use OneDrive to sync to a iPhone.
You have to use at least a free Dropbox account.
The mobile Moneydance app uses an embedded API which does not work with OneDrive, only Dropbox.

Even though I know that using OneDrive instead of Dropbox for syncing to mobile devices is currently not possible, I would like to have this option as well.

I think the issue is Dropbox provide an API (Application Programming Interface) that app providers can embed in in their apps.
This makes syncing simpler to enact. As far as I know OneDrive (Microsoft) does not have an equivalent API. I not saying it cant be done, but should be a lower priority as a solution is already available using Dropbox.
In terms of the mobile app I think expanding its functions should be a higher priority.
