I'm a fellow user.
Licensing does not affect syncing as such so it appears you have two different problems.
I think it is wise to start with licensing as given Moneydance licenses are version specific it sounds like you are installing a version that you are not licensed to use, and syncing requires the same version of Moneydance to be used on all systems, hence I would go to your old computer and see what version of Moneydance is installed - it should be under the Help menu, the About Moneydance option.
Once you have identified what you have you can download the right version and install it on the new machine.
Prior versions of Moneydance can be downloaded from:
https://infinitekind.com/previous-versions-of-moneydance
Once you have the same version installed then it is time to look at getting syncing to work.

Just to add to the above information, once you have installed the same version on both systems, you can follow these instructions to set up syncing: https://infinitekind.tenderapp.com/kb/syncing-and-sharing-data/sync...
If you have any difficulty with the process, please let us know how far you get in the setup before running into trouble, any error messages you are receiving, etc.

The previous version site is geared around license families and provides the last release in each family.
Moneydance 2019 and 2020 are in the one family, effectively 2020 was more like a newer version of 2019.
So if you have a license for Moneydance 2019 you can use 2020, hence I would download Moneydance 2020, upgrade your existing 2019 installation to this release then install 2020 on your new machine.
