Create new Moneydance folder from standalone app

I want to test importing data into Moneydance from a standalone java app (not an extension). In order to test, I want to be able to programmatically create an empty Moneydance file (no accounts except the root account). Is this possible or should I just go the extension route and delete everything I don't want for an existing file?

    Use toolbox extension. Advanced menu. Clone dataset. It clones the dataset and empties the data.
