Can no longer connect to USAA with Quicken Direct Connect
In the past week, Quicken Direct Connect at USAA has disappeared from my USAA profile. Twice, I have been able to reinstall it and was able to download transactions to Moneydance. This afternoon, Quicken Direct Connect has disappeared from my USAA profile again but this time I am unable to reinstall it. USAA doesn't seem to have any idea what is going on. I will attempt to get some help from USAA tech support next week but don't hold out much hope.
Is there any other way for Moneydance to download OFX files from USAA?

There are two ways that Moneydance supports the automatic download of transactions, that is either Direct Connect or the optional, subscription based, Moneydance+ service.
If you can manually download transactions files in OFX format then Moneydance can import those.
If you search though the forums you will see that USAA has been a problem for many over the last week or so, it is not a problem on the Moneydance side

Are you saying you cannot go to www.usaa.com/accessid and say allow? I just tried it and it worked for me.
Calling USAA will get you nowhere in this situation, even if you say Quicken vs. Moneydance. They are moving away from OFX downloads to tokenized aggregators.
Manual downloads will only give you CSV files. You can figure out how to import CSV if that's what you want.
Moneydance+ (Plaid) is a "tokenized aggregator" and works with USAA. However, you pay for that (which is what the banks want you to do) and there is a 2-5 day delay for your transactions, versus fairly quickly for OFX.

Yesterday afternoon, www.usaa.com/accessid would not enable Quicken
Direct Connect. Just now, I upgraded Moneydance to version 2023.1 and,
just for grins, tried downloading and it worked. Checking my profile on
the USAA website shows Quicken Direct Connect as a connected app. Maybe
it will continue to work for a while but I'm not holding my breath.
As you stated, calling USAA got me nowhere Friday or yesterday - unless
Quicken Direct Connect was enabled as a connected app based on my calls.
CSV downloads work perfectly but they require manually accessing each
account and exporting the file.
Today, the fee for Moneydance+ is $4.00 per month or $40 per year. There
is no mention of the delay of 2 to 5 days. Where did you find the delay
information?
BTW, thank you for responding. I was not aware of the switch from OFX
to tokenized aggregators.

The delay information is based on experience.
The time frame for the aggregator to collect the data and make it available is outside of Moneydance's control, there are many factors at work so it can vary greatly from institution to institution.
