Unable to download Discovercard transactions
When I try to download my Discovercard transactions I get this error.
There was an error communicating with your financial institution. The details of this error are below.
Bank Name: Discover Card
Account: Discover 2
Account Number: Discovr94X34X2777XXXXX
A communication or parsing error occurred. This could be the result of a network problem, a proxy error, or misconfigured server.
Error Description: java.io.IOException: HTTP Error:403 Forbidden

I too am running Moneydance 2019.4 (on OSX) and haven't been able to download Discover transactions for April. I see this in the Console

Hi all,
Firstly, thank you TonyRI for bringing this to our attention and your reference to the other public thread.
Unfortunately, we are aware of the issue and we believe the bank is making some changes at their end. Our connection specialist is currently investigating the problem and actively working to find a permanent solution.
In the meantime, the best way to get your transactions into Moneydance is to use a web browser to download files from your bank's web site.
We'd recommend you download using the OFX or QFX file format if available. If not, use the QIF file format. (These files are sometimes referred to as Quicken or MS Money files). You can import the files to Moneydance using File --> Import.
The steps for manually importing your data are outlined in this article from the knowledge base.
Finally, there's an existing ticket (#5386) in our ticketing system that we've attached to this discussion. Please stay assured that you'll be notified as soon as there's an update.
