Upload of Quicken QFX files from Visa credit card account results in swap of "Charge" and "Payment" fields.
Transactions that should be recorded as "Charge" are recorded as "Payment"; transactions that should be recorded as "Payment" are recorded as "Charge." Quicken QFX files were downloaded from a Visa credit card account at University Federal Credit Union in Austin, Texas.

I'm a fellow user.
Some financial institutions have been getting a little too creative in the way they interpret the OFX specification and causing issues.
Select the Moneydance menu option File --> Preferences, on the Network tab select the option "Ignore Transaction Types in Favor of Amount Signs" and then retest your import and see if it corrects the issue.
