Plaid does not differentiate between two PayPal accounts
I have 2 MD files, One personal and the other business. Both have PayPal accounts with different email addresses. So, if you login into PayPal with the personal account's email vs. the business one, you only see the respective account information and transactions,
I added the business PayPal account into the business MD file. When I connected to PayPal through the Plaid website, I used the PayPal business login email and password. Plaid connected it to the PayPal account in that file.
However, when I downloaded transactions for the business PayPal account, it got transactions from my personal account. In the Set Up Moneydance+ dialog, the personal PayPal account is not mapped in this MD file while the business one is mapped (note they have different MD account names to tell them apart).
Needless to say, getting the wrong transactions makes the business PayPal account useless.

Note, I just went to the personal MD account and the PayPal newly downloaded transactions belong to that account. It seems that Plaid only uses the one PayPal account for all downloads.

My problem. There is no differentiation between the two PayPal accounts in the Set Up Mondydance+ dialog and I had selected the wrong one for the business MD file. Mapping the correct one now has the proper transactions being downloaded.
