Creating new online payees

Trying to create new online payees using Bank of America (other states) as financial institution. New payees names do not appear in payee list or are not accessible when creating new payee not on downloaded list. Online banking and bill pay accounts are enabled and downloaded transactions appear correctly from BoA. Also, have the ability to create new payees and pay bills online using Quicken 2007 and BoA account. Please assist with solution for creating new payees for online bill payment. Thanks.
