EUR to USD rate not automatically updating when EUR is the base currency

I have a file tracking my usd and euro finances. when i set USD as base currency, the EURO exchange rate updates, but when i put EUR as the base currency, the USD rate changes to 1USD = 1 EUR and it does not automatically update via the european central bank
