currency exchange rates are flipped

My Moneydance 2024 base account currency is USD. Among many USD accounts, I have one foreign account with the currency for that account set to the correct foreign currency. I can only download transactions in csv format from that foreign bank. When importing the file into Moneydance, I select only the Date, Description and Amount fields for import. The transactions import successfully and the account balance column seems to track -- but the system insers the USD-to-Foreign Currency exchange rate in the "Rate" field for each transaction and then multiplies the Foreign currency amount by that rate to produce a "Foreign Amt" number. See screenshot. But it's backwards, the "Rate" should have the Foreign Current-to-USD exchange rate, or at least divide (not muliply) to produce the Foreign Amt. How do I fix this? (And how do I ensure current rates because it's using very old ones, even though I have installed and updated the Quotes and Exchange Rates extension.)
