Top-Level Categories + Budget

I am using a mixed-intervals (old style) budget.

I have top-level categories along with subcategories, for instance:
Cat1
Cat1:SubCatA
Cat1:SubCatB

I wish to budget the top-level "Cat1" as well as the subcategories "Cat1:SubCatA," "Cat1:SubCatB" and have added a line-item for each in my budget.

When doing so, I get expected results for both of the subcategories, but $0 for the top-level category.

In EDIT mode if I highlight the top-level category there is a statement:
"$X [period] for everything under Cat1 except for Cat1:SubCatA and Cat1:SubcatB"

I see no way to change that logic string. How can I budget all 3?
