How can I see all of the transactions previously entered?

I changed the filter to begin 12/31/22 and the transactions still don't appear.

Two possibilities:
You aren't sorting by date and things can look confusing then.
Assuming you are using a recent version, you should insure that "Show All Transactions" is selected. If using an older version yes, change the filter to "show all" or whatever it says in the version you have.
Given your own filter statement of 12/31/22 - what transactions do you see? If "none" then you may be opening a new database versus the one you are used to.
