looking to replace Quicken
I've been using a pre 2000 version of Quicken for around 25 years. But the computer it is installed on is dying. I can't install my version of Quicken on a new Windows OS. So I'm looking to replace it. The software must: be a one time purchase (no monthly/yearly fees); be able to import my Quicken files; do simple budgeting; handle scheduled transactions (extrapolate incomes and bill payments, etc. into the future); do some simple reporting; show balances from multiple accounts on some kind of summary screen; keep everything stored on my local computer (no cloud services or storage)
It does not need to connect to any bank or other financial institution for downloading. I live in Canada, so there isn't a lot of options for that anyways.
Does MoneyDance check all my boxes?

I'm a fellow user.
On the surface the software would seem to meet your stated requirements
At a detail level only you can judge and to that end I would suggest you download the software and try it out in trial mode, only limit is 100 manually ended transaction, so imports are unlimited.
No other software can read Quicken's QDF files, these are in a proprietary format. So it is necessary to use Quicken to export the raw transaction information into one (preferably) or multiple QIF files. Moneydance and other software can import these. Given the format there are limitations with these files.
