You first need to open you data with MS Money. You should then export each of your accounts to QIF files. The QIF files can then be imported into Moneydance. There are detailed instructions here.

Due to the inherent limitations of QIF files there will almost certainly be some work to do pot import to clean up errors. If you have a large number of accounts and especially if you have Investment accounts the amount of clean up work may be prohibitive.
