1 Created a new investment account.
2. Set up online banking
3. Entered user name and access code

Online Banking Signup window appears ( "Please choose the account that you wish to use:"

But both options are disabled.

   Hi Jim,

   What Bank did you use to set up your account, the one labeled "ING Direct" or the one labeled "ShareBuilder"? You'll need to use the second one to download your investment information from ING ShareBuilder.

   I'm seeing the same thing that Jim is. I used the "ShareBuilder" option.
