Direct Connect data downloads via Voya Institutional Plan Services

A short while ago Moneydance ceased connecting directly with the NYC Deferred Compensation Plan, managed by Voya Institutional Plan Services, to download transaction data. There is no issue on my end with respect to other financial institutions, and only NYC DCP is now being problematic. The dialog box I receive on my end states the following error message:

There was an error communicating with your financial institution. The details of this error are below.

Bank Name: Voya Institutional Plan Services

A communication or parsing error occurred. This could be the result of a network problem, a proxy error, or misconfigured server.
Error description: javax.net.ssl.SSLHandshakeException: PKIX path building failed: sun.security.provider.certpath.SunCertPathBuilderException: unable to find valid certification path to requested target

I made inquiry with the NYC Deferred Compensation Plan, asking, "Have you done something with your servers to prevent Direct Connect data downloads? Kindly advise as to how Direct Connect data downloads may be resumed." The response I received today from the NYC Deferred Compensation Plan is as follows.

There may be a number of reasons why you are not able to link your Deferred Compensation account to that of your Personal Capital account. Please review the options below, and work with your financial institution to find the appropriate solution for your particular issue:

1. The aggregator (your bank) may need to add the Voya website to their list of options. There should be a support link option within that aggregator platform to tell you ‘my account is no longer supported at that URL/company. Please replace that old website info with this URL (www.nycdcp.voya.com) so I can pull this account into my holistic account view’

2. The aggregator does not know that the NYC url (nycdcp.voya.com) should be presented to the customer as an available ‘account’ to link.

3. Most aggregators have programmed various client specific URLs and clients can find them if they know how to search for it. But occasionally, there is an aggregator that is missing the information and then the customer just needs to click on ‘support’ and request the provider add the URL for their account.

This response from the NYC Deferred Compensation Plan is going over my head, and I do not fully understand it. Its references to my "bank" I think are references to Infinite Kind. Can the response be interpreted so that I can understand it? Is there something I need to do on my end, or is there something that Infinite Kind needs to do on its end? Assistance will be appreciated.

    Hi Lawrence,
    Thank you for contacting Moneydance support.

    I'm sorry to hear about the issue you have encountered connecting with Voya Institutional Plan Services. In other words your financial institution is stating that the only means to download your data automatically is through using an aggregator. Many banks are moving to this direction, so we've had to adapt to this "forceful" change in order to continue offering this service.
    Very soon we will be announcing the release of an update which will be able to connect automatically and download all transactions from Voya Institutional Plan Services and many other financial institutions.

    Your update to the new version is free, but there will be a small monthly charge to use the new service.
    Although we would have preferred to avoid the subscription fee sadly we couldn't cover the cost to us without them. We will continue to provide Moneydance for a one-time charge so that users who don't want to have any subscription aren't forced to pay for them. Since you have purchased Moneydance we're looking at $2/month for the add-on download service, in your particular case.
